Notice of Future Opportunity: Regional Parent and Family Leadership RFP

This is public notice that DCYF plans to open an RFP to Implement the Parent Regional Leadership Training Institute by Oct. 1, 2026. DCYF will be seeking proposals from qualified organizations to implement the Parent Leadership Training Institute (PLTI) model in the Northland Minnesota Compass region. 

About the Parent Leadership Training Institute

These initiatives go beyond training and represent civic engagement movements that equip parents to serve as advocates, decision-makers, and co-creators of community change. Parent leadership also offers opportunities for parents to strengthen social connections and build social capital.

Preparing to Apply

All interested organizations and community partners should review the RFP when it is posted and consider submitting a proposal to help strengthen families, communities, and systems across Minnesota. Please watch DCYF Grant RFP Programs for updates. 

Key components of the RFP will include:

• Signing a MOU with the National Parent Leadership Institute for technical assistance and evaluation support in the implementation of Parent Leadership curriculum
• Recruiting and building a diverse Civic Design Team
• Hiring and training of three facilitators and one coordinator, including participation at a four day in-person training in summer 2027
• Recruiting and supporting three cohorts of parent leaders, including support for childcare, meals, and transportation and program alumni support
• Planning for program sustainability beyond the three-year grant period
