Dianne Haulcy
Dianne Haulcy is the Assistant Commissioner for the Early Childhood administration at the Minnesota Department of Children, Youth, and Families.
- Responsible for policies and programs that streamline and coordinate child care and early learning services to improve outcomes for children, families and the early childhood workforce.
- Focusing on supporting Minnesota’s youngest learners through programs such as child care resource and referral, early childhood screenings and interventions, child care assistance, early learning scholarships, child development and early childhood education.
Haulcy has been a leader in the nonprofit and advocacy space for more than 30 years. She previously served as the President and Chief Executive Officer of The Family Partnership, a high-impact multicultural nonprofit focused on clearing the path to success for individuals and families impacted by low-income, systemic racism and adversity. She also served as the Senior Vice President of Family Engagement at Think Small which included overseeing early childhood learning scholarships to low-income families, Ramsey County Basic Sliding Fee and support for child care providers. Over her career, she has led five early childhood programs serving inner city, low-income, diverse populations.
Haulcy earned her Master of Public Affairs from the Humphrey Institute at the University of Minnesota, and her Bachelor of Arts in Sociology from Spelman College. She has held many volunteer leadership positions, including Chair of the Voices and Choices for Children Coalition where she was instrumental in creating the Community Solutions for Healthy Child Development grant program. She also serves on the boards of directors for the National Association for the Education of Young Children, Grissinger Foundation, and is on the editorial board for the Social Policy Report. She has previously served as a founding member and a former board chair for the Northside Achievement Zone.
