Bulletins

Bulletins are official communications to inform county and tribal staff, as well as other partners, about program changes and required actions by workers and partner agencies.

Manuals

The department maintains a number of manuals relating to the programs and services offered. These manuals provide general guidance to a variety of users and are subject to change resulting from subsequent department bulletins, amended or superseding state and federal laws, or other correspondence from the department. Users of a manual are responsible for ensuring they have identified the most current information. Manuals are hosted on PartnerLink.

Combined Manual

The Combined Manual gives financial workers a complete, authoritative and concise set of provisions to determine eligibility for the cash and food programs, and to issue client benefits on MAXIS.

Employment Services Manual

The Employment Services Manual contains the policies and procedures of the Employment Services component of the Minnesota Family Invest Program and Diversionary Work Program.

SNAP Employment and Training Manual

The objective of Minnesota’s SNAP Employment and Training (SNAP E&T) program is to help SNAP participants transition from public assistance to self-sufficiency by preparing for and obtaining paid employment. The program accomplishes this by creating an individualized Employment Plan (EP) geared to moving the participant into a job as quickly as possible.

PartnerLink

PartnerLink is the Minnesota Department of Children, Youth, and Families website for county and tribal agencies. PartnerLink is a resource for workers to access reference material. Policy and procedure information can be found in the Manuals section of PartnerLink.

SIR

SIR has resources for county and tribal nation eligibility workers.

MAXIS Vendor Help Line

MAXIS Vendor Help Line is for vendors that have questions on warrants or checks issued for clients receiving public assistance. Questions can be directed to 651-431-4153. 

PolicyQuest

Registered users can submit questions about economic support policies and procedures to the department using PolicyQuest. To submit a question or check on the status of an answer, visit the PolicyQuest login page. A password is not needed to view the library of questions and answers that have been sent in by county agencies and the Mille Lacs band Tribal Temporary Assistance for Needy Families workers.

Responses provided in PolicyQuest are case specific unless otherwise specified. They are not binding on and do not apply to other cases. Responses are based on applicable statute, regulation, and guidance in effect at the time the responses are issued and may not be accurate at a later date. The department encourages users to submit questions to confirm current policy.
