DCYF conducts program integrity activities and investigations to ensure taxpayer dollars are used reasonably and appropriately. We accept tips and referrals from all sources about potential fraud involving programs funded by DCYF.


What is fraud?

Fraud is wrongful or criminal deception intended to result in financial or personal gain. Fraud includes false representation of facts, making false statements, and concealing information.

Fraud by a provider receiving child care assistance funds could include:

  • No children are seen at the child care center.
  • The center appears to be closed.
  • The center is receiving assistance for children who are not enrolled or attending.
  • The provider has forged or altered documentation.

How to report suspected fraud

If you suspect fraud by someone receiving benefits, or by child care providers receiving child care assistance funds, you can:

What to expect after reporting suspected fraud

DCYF's Program Integrity and Oversight Division reviews all reports of suspected fraud. All reports are forwarded to the appropriate entity for review. Although every report is reviewed, not all reports result in an investigation or action.  

  • Depending on the nature of your report, you may be contacted for more information or follow-up.   
  • Due to the volume of reports received, you should not expect to be contacted about your report.   
  • Please know that investigatory information is non-public pursuant to Minnesota Statutes section 13.46, subd. 5, and we are unable to provide updates regarding any particular investigation or complaint until it is resolved.
  • The final dispositions of investigations into fraud can be requested by submitting a data request.
