Child Welfare Information System modernization

Intro

DCYF is modernizing the State of Minnesota’s Child Welfare Information System. We are creating a new child welfare information system to replace the current tool that has been in place for more than 25 years. The Legislature approved this project in 2025 (HF2, Sec. 6), with support from the federal Administration for Children and Families.

Building a Better Child Welfare System

The Child Welfare Information System is being modernized to replace aging technology that is hard to maintain and no longer fits today’s casework. The new system will align with federal requirements, improve data quality, make information sharing easier, and reduce duplicative work. It is designed to be simple to use, cut paperwork, and save time so caseworkers can focus on serving children, youth, and families. 

We will start with child welfare needs and build a platform that can extend to other DCYF program areas over time. 

Why it matters 

The new system will meet federal requirements and seek federal certification as a Child Welfare Information System. It is designed to be simple, reliable, and built for real-world work. 

Built with partners 

  • Counties and Tribal agencies: Co-design through regular meetings, feedback sessions, and mentor groups
  • State and federal partners: Collaboration with the Department of Human Services and the Administration for Children and Families to ensure compliance
  • Communities: Centered on improving services for children, youth, and families, not just replacing old technology 

Project timeline 

Planning phase (2025 to 2026) 

  • Funding approved by the Legislature in 2025.
  • Work proceeds under a federally approved Planning Advance Planning Document (PAPD).
  • A vendor will be selected through a Request for Offers to support planning and design.
  • DCYF will gather needs from counties, Tribal partners, and state programs. 

Implementation phase (beginning in 2026) 

  • DCYF will build and roll out the system in phases.
  • Counties and Tribes will receive training and ongoing support with each phase.
  • The system will undergo federal review for CCWIS certification.
