Requests for proposals (RFP) or information (RFI) are formal invitations to potential contractors or grantees to submit a proposal or information in response to an agency request. To implement the Parent Leadership Training Institute in the Northland Region

The department is seeking proposals from qualified responders to provide Parent Leadership Training in partnership with the National Parent Leadership Institute (NPLI), a civic engagement initiative that supports parents stepping into roles as decision makers, community leaders, and co-creators in change at the local and state level.

RFP Term: One grant will be awarded to a grantee in the Northland Region, for a maximum of $225,000. The award may range from $150,000 to $225,000.

To develop community-based primary support and family preservation services 

The department, through its Child Safety and Permanency Division, is seeking proposals from qualified responders to develop community-based primary support and family preservation services. 

These services are intended to support African American and other disproportionately represented children in the Minnesota child welfare system. 

The term of any resulting contract is anticipated to be for three years (initial two years and one year extension), from July 1, 2026, until June 30, 2029. The department may extend the contract up to a total of five years, contingent upon successful contract performance and outcome achievement and funding availability.

Each RFP will designate the criteria or required format for response. Potential responders should carefully review all document requirements when considering an RFP or RFI opportunity.

During the transition to DCYF (July 2024-July 2025), RFPs and supporting documents may have old agency logos and information. Contact the person or division listed in the RFP or RFI with any questions about the particular opportunity or for more program-related information.
