Pathway II Program Resources for Awardees

Intro

Pathway II Early Learning Scholarship funds are awarded to Parent Aware Four-Star Rated programs through a bi-annual funding application process. Pathway II programs receive funding to award scholarships directly to eligible children attending their program. Pathway II programs verify eligibility, award scholarships, deliver services, and request payment for services.

The current funding cycle is for fiscal year 2024 and 2025. The next application for Pathway II funding is anticipated to be in spring 2025 for fiscal years 2026 and 2027.

Implementation Overview

Licensed Child Care Centers and Licensed Family Child Care Programs 

The Minnesota Department of Education has designated a statewide administrator of Pathway II child care programs: Milestones. Milestones provides oversight and technical assistance to child care programs with Pathway II funding. Child care programs submit invoices to the statewide administrator, who then pays the programs. 

School Districts, Charter Schools, and Head Start Programs

School district, charter school, and Head Start programs enter child, parent, and scholarship information directly into the Early Learning Scholarships Administration System (ELSA). The programs manage awards and request payments directly through the ELSA system.
