RFP to become trained and certified to assess placement of children

Intro

The Minnesota Department of Children, Youth, and Families, through its Child Safety and Permanency Administration (STATE), is seeking applications from qualified Responders to become trained and certified Qualified Individuals (QIs). QIs complete assessments for the placement of children in a Qualified Residential Treatment Program (QRTP) and determine the least restrictive environment appropriate for the child and their needs.

Qualified Individuals support youth in child welfare system

The department seeks individuals to join a pool of Qualified Individuals tasked with conducting QRTP assessments. As contracted QIs are expected to maintain independence, they cannot be employed by or affiliated with child welfare placing agencies (county or Tribal), residential treatment facilities or private placing agencies. They are also precluded from involvement in making placement decisions for children in the child welfare system, including acting as foster parents or guardians ad litem.

Although applicants can have a variety of experiences and knowledge that would be beneficial in this position, department staff are particularly interested in engaging individuals who:   

  • Have specialized knowledge of and/or lived experience within Black, Hispanic, Indigenous and other communities of color
  • Have specialized knowledge of and/or lived experience within lesbian, gay, bisexual, transgender, queer or questioning, intersex, asexual, or Two-Spirit (LGBTQIA2S+) communities
  • Have specialized knowledge of and/or lived experience within disability communities
  • Are employed or volunteer with community agencies unrelated to out-of-home placements
  • Are fluent in a language other than English
  • Are community elders or members, or
  • Are licensed mental health professionals and/or are knowledgeable about child welfare practices.
