Human Services Performance Management
A joint effort of the Minnesota Department of Human Services and the Department of Children, Youth, and Families. Our goal is to improve service delivery outcomes for human services program recipients.

About the Performance Management system
The Human Services Performance Management (Performance Management) system was established in 2013, in accordance with Minnesota Statutes Chapter 402A, in response to counties’ desire to be proactive in improving service delivery and outcomes for human services program recipients. The focus of Performance Management is to improve mandated essential human services in Minnesota. The Performance Management system is a collaborative, continuous improvement opportunity for state, county, Service Delivery Authorities (SDA), Tribal and community partners to work together to improve the lives of the people we serve. It supports counties in their efforts to take a proactive approach to continuous improvement in service delivery.
The system provides an opportunity to work toward outcomes desired for all Minnesotans:
- People have access to health care and receive effective services.
- People are economically secure.
- Children have the opportunity to develop to their fullest potential.
- Children have stability in their living situation.
- Adults and children are safe and secure.
- Adults live with dignity, autonomy and choice.
The Performance Management system includes the work of the Equity Partnership, a joint effort between DHS, DCYF, counties and the Minnesota Association of County Social Services Administrators (MACSSA). Members of the Equity Partnership use a collaborative approach to focus on systemic issues in the human services system to eliminate racial and ethnic disparities and disproportionalities. The Equity Partnership works closely with leaders, directors, staff from DCYF and DHS, counties and SDAs in diversity, equity and inclusion efforts.

Human Services Performance Council
The Human Services Performance Council (Performance Council) was authorized by the Minnesota Legislature in 2013 as part of the establishment of a Performance Management system. The work of the council is to advise the commissioner of the Department of Human Services and Department of Children, Youth, and Families on the implementation and operation of the Performance Management system, including county performance and departmental procedures.
The Performance Council holds hybrid meetings quarterly. Attendees may participate in-person or online, meeting links are available upon request. Contact the Performance Management team by phone, 651-431-5780, or email to hspm@state.mn.us to request meeting information.

The Association of Minnesota Counties (AMC) and the Minnesota Association of County Social Service Administrators (MACSSA) appoint their representative members. Appointments are for two years.
