Prevention and Early Intervention

Intro

The American Indian Wellbeing (AIW) Prevention Team is committed to strengthening American Indian families and communities by enhancing early intervention and prevention services aimed at reducing child abuse, neglect, and exploitation. Through collaborative partnerships with Tribal Nations, counties, and internal stakeholders, the team designs, implements, and evaluates culturally responsive prevention programs, including healthy family initiatives, kinship support, and culturally appropriate response pathways. In managing grants, contracts, and providing technical assistance, the AIW Prevention Team ensures effective communication of program outcomes and policy developments. Recognizing the disproportionate rates of violence and exploitation, including sex trafficking, faced by Native American children and women, the team actively works to address this crisis. Guided by the Family First Prevention Services Act (FFPSA), their efforts focus on supporting Tribal Nations and urban Indian communities in developing and implementing culturally appropriate prevention services and expanding access to essential resources.

Indian Child Welfare grants

​Funding and eligibility for the ICWA Primary, Special Focus, and Compliance grant are outlined in Minnesota Statutes 260.785. Funds must be administered in a way compliant with state requirements and negotiated with individual Tribal government consultative agreements.

​​Kinship grants  

​Title IV-B subpart 2 funding allows states to develop, enhance, and evaluate kinship navigator programs under the Family First Prevention Services Act. They are non-competitive and have been one year in length since 2018. An end date has yet to be determined for this funding. Early intervention grants            

​Funding and eligibility for early intervention services to American Indian families are outlined in Minnesota Statutes 256.01, subd. 2(a)(6).  

Tribal staff allocation  

​Funding and eligibility for the child welfare staff allocation for Tribes (Tribal allocation) are outlined in Minnesota Statutes 260.786.
