The purpose of the council is to advise the Commissioner of the Minnesota Department of Children, Youth, and Families on strategic policy and practice initiatives to support reducing disparities and inequities that affect African-American and African heritage children, using families at risk of becoming or involved in the Minnesota child welfare system. The council, consisting of up to 31 members appointed by the commissioner, is charged with reviewing DCYF and MN child we3lfare policies and practice guidance and other related efforts to ensure culturally affirming and responsive application or policy as well as resource d service provisions for African American and African heritage children and families.
