Become a Registered Legal Nonlicensed Provider

Intro

Family, Friend and Neighbor caregivers who care for children eligible for the Child Care Assistance Program (CCAP) may be interested in registering as a legal nonlicensed (LNL) provider so they can be paid by CCAP to care for eligible children. Your local FFN navigator can assist you in the registration process.

LNL provider benefits

You may want to register as an LNL so that:

  • You can be paid to care for children and families eligible for CCAP
  • Parents can be confident in the health and safety of the care you provide
  • You can document your training if you are interested in becoming a licensed caregiver

LNL provider requirements

To register as a legal nonlicensed provider, you must:

  • Be at least 18 years of age
  • Meet background study requirements
  • Have current certification in pediatric first aid and pediatric CPR
  • Meet group size, composition and age limit requirements
  • Submit information about you, including tax information included on a W-9 (must be a US citizen or resident alien)
  • Agree to follow CCAP program rules and policies, including health and safety policies defined in Keeping Children Safe in Your Home (DHS-5192B)

Before being paid by CCAP, some legal nonlicensed providers must meet additional training requirements. Legal nonlicensed providers who are paid to care for children who are not related to them must have an annual monitoring visit.

CCAP cannot pay legal nonlicensed providers:

  • to care for children that live in the same home as the provider,
  • to care for children that are in a public assistance case household with the provider, or
  • who have been excluded or debarred in another publicly funded program.
