RFP to provide adoption, concurrent, and permanency planning services

Description

The Minnesota Department of Children, Youth, and Families, through its Child Safety and Permanency Division (STATE), is seeking proposals from qualified Responders to provide adoption and relative concurrent permanency planning services for children: 

(1) under guardianship of the commissioner of the Department of Children, Youth, and Families or under Tribal guardianship (children under guardianship), or 
(2) children in out-of-home care whose interests would be best served by a transfer of permanent legal and physical custody (TPLPC). 

The term of any resulting contract is anticipated to be four years, from July 1, 2026, until June 30, 2030. STATE may extend the contract for up to a total of five (5) years.

The objective is to fund programs that demonstrate a commitment to more aggressive permanency planning for children who are the most challenging to place in permanent homes, including:

  • Sibling groups who need to be placed together
  • Children overrepresented in the population waiting for permanency, such as children of color or Native American children,
  • Youth ages 12 to 17 who would otherwise age out of the foster care system without permanency,
  • Youth over age 18 (up to 21) in Extended Foster Care, andChildren and youth who have significant emotional, mental, behavioral and/or medical disabilities requiring specialized caregivers.

Proposals must be summitted by March 13, 2026 at 4 p.m.
