RFP to develop community-based services to promote family preservation for African American and other disproportionately represented children

DCYF, through its Child Safety and Permanency Division, is seeking Proposals from qualified Responders to develop community-based primary support and family preservation services targeting African American and other disproportionately represented children in the Minnesota child welfare system. 

The term of any resulting contract is anticipated to be for three years (initial two years and one year extension), from July 1, 2026, until June 30, 2029. STATE may extend the contract up to a total of five years, contingent upon successful contract performance and outcome achievement and funding availability. 

Proposals due on October 23, 2026 by 4 p.m.
