Reports and Budget Forecasts

Intro

The Reports and Forecasts Division is responsible for state budget forecasts of DCYF-administered programs: Minnesota Family Investment Program (MFIP – Minnesota’s TANF program), Child Care Assistance Program (CCAP), Northstar Care for Children, Early Childhood Family Education, and Health and Development Screening. 

The division is also responsible for mandatory federal statistical reporting for DCYF-administered programs with federal funding, including MFIP, CCAP, and the Supplemental Nutrition Assistance Program (SNAP).

  • Provides forecasts of program caseloads and expenditures, which are used in budget development.
  • Develops fiscal notes to accompany proposed legislation.
  • Meets federal statistical reporting requirements.
  • Responds to requests for statistical information on cash and food programs.

Current Forecast 

The February 2026 Forecast (PDF) is the most recent forecast of expenditures in the department's major programs. The forecast is produced twice a year. In addition, the SNAP Spending Projection for Minnesota (PDF) details the projection of SNAP benefit costs and the newly required non-federal share.

Food Data Dashboard

Minnesota helps people get the food they need for healthy meals by providing monthly benefits to low-income households. Most of the benefits are issued through the federal Supplemental Nutrition Assistance Program (SNAP) either as a stand-alone benefit, or a food benefit combined with cash for families with dependent children through the Minnesota Family Investment Program (MFIP).  The state also provides some funding for food benefits to people who are not eligible for the federal program.
